Dr. Caroline Brassard
Dr. Caroline Brassard is an accomplished economist and public policy scholar with over two decades of experience in academia, advisory roles, and fieldwork in Asia and Africa. She earned her PhD in Economics from the School of Oriental and African Studies (SOAS) at the University of London and currently serves as an Adjunct Professor in Executive Education at the Lee Kuan Yew School of Public Policy (LKY SPP) at the National University of Singapore. In this capacity, she leads and facilitates courses in policy evaluation, public policy analysis, research design, and decision-making for senior government officials and international development professionals.
Her past roles include Assistant Dean (Academic Affairs) and Assistant Professor at LKYSPP, Economist at CARE-Bangladesh, Economic Development Advisor with UNICEF-Madagascar, and Researcher in Vietnam. She is also a Research Board Member with the World Meteorological Organisation, and an Academic Advisor at BRAC University’s Centre for Peace and Justice. Dr. Brassard is widely published in areas such as disaster governance, social resilience, aid effectiveness, labour regulation, and the socio-economic impacts of COVID-19. Her scholarly work has contributed significantly to the discourse on policy effectiveness and inclusive development in the Asia-Pacific region.
Dr.Brassard’s professional engagements in Bhutan commenced as early as 2004, and recently, she has been involved in teaching at the Royal Institute for Governance and Strategic Studies (RIGSS) in Bhutan. As Academic Advisor to the Eduplus Institute, Dr. Brassard plays a pivotal role in shaping the academic and strategic direction of the institute by providing expert guidance on curriculum design, training modules, and research-based pedagogical frameworks, with a special focus on enhancing public policy literacy and evidence-based education practices. Drawing from her international experience, she supports Eduplus in building institutional partnerships, embedding practical skills in training, and aligning program outcomes with Bhutan’s evolving education reforms and global best practices. Her mentorship also supports faculty development, promotes interdisciplinary engagement, and ensures academic rigour across Eduplus programs.
