Noe John Joseph Endencio Sacramento (PhD) is an accomplished academic and public policy expert, currently serving as Assistant Professor of Political Science (Public Policy and Administration) at the University of the Philippines Cebu, and Adjunct Assistant Professor at the School of Public Policy, Chiang Mai University, Thailand. His work specialises in political science, public policy, community development, and critical policy studies, with a distinctive focus on deliberative spaces, narratives, power, emotions, and critical pragmatism in policymaking. He is widely published, with contributions to globally recognised journals and publishers such as Springer, Routledge, Taylor & Francis, and SAGE, many of which are indexed in Scopus and Web of Science. His achievements include multiple academic awards, international scholarships, and leadership roles in academic and professional organisations.
In addition to his academic responsibilities, Professor Sacramento serves as an Engagement Partner for Eduplus Training Institute, Bhutan, where he contributes to advancing capacity-building programs in educational leadership, public administration, and policy education. His role involves strategic collaboration with international partners, curriculum development support, and facilitating cross-cultural knowledge exchanges aimed at strengthening Bhutan’s educational and public policy sectors.
